Lanhai Linghang Big Data Industry Cluster is invested and constructed by Shandong Lanhai Linghang Industry Park Construction Co., Ltd. The project relies on Lanhai Linghang Big Data Industry Park to comprehensively build a "symbiotic platform for digital economy industry". It focuses on introducing global academician teams of big data, new generation information technology, and artificial intelligence, top scientific research institutes of China, leading enterprises in science and technology and industrial funds to build a full-chain industry cluster of talents, intelligence, commerce and finance. Relying on the big data industry in Jinan, it forms an industrial system of big data and IoT with a scale of RMB 30 billion. Lanhai Linghang Big Data Industry Cluster covers a planned area of 1,391 mu and a building area of 1.2 million square meters. The total investment is about RMB 8 billion. Fully constructed since 2016, the planned area for the first phase is 300 mu, with an investment of RMB 4.3 billion. A total area of 370,000 square meters has been constructed. The planned building area of industrial areas is 210,000 square meters, with 170,000 square meters of industrial carriers completed and 40,000 square meters under construction; the planned supporting residential area is 160,000 square meters, with 60,000 square meters completed and 100,000 square meters under construction. Since the project was approved, it has been designated as the key projects in Jinan City and Shandong Province, and has been listed as the key construction projects of Shandong province in 2014, the key projects in the "12th Five-Year Plan" of Shandong province, the key projects in service industry in the "13th Five-Year Plan" of Shandong province, and the key projects of Jinan City in 2016 and 2017. Lanhai Linghang Academician Smart City is also about to be commenced. It is planned to be located on the east side of Lanhai Linghang Big Data Industry Cluster, covering an area of 520 mu, to create a scientific innovation and living space with future sense and wisdom, and to build a sci-tech ecological system of of Jinan Academician Smart City based on the foundation of Lanhai Linghang big data industry. It mainly includes eight functional areas: academicians' research finding transformation center, core scientific innovation area, core-team laboratory, new generation IT R&D center, digital exhibition center, international exchange center for academicians, health management center and customized living area. Lanhai Linghang Big Data Industry Cluster is located in Mingshui Economic and Technological Development Zone, Jinan. It's situated to the south of Jingshi East Road and to the west of Nobel City. It takes 30-minute drive from the cluster area to Jinan Yaoqiang International Airport, 20-minute drive to Zhangqiu and Zhangqiubei Railway Station, and 30-minute drive to the entrance of Beijing-Shanghai Expressway and Caofan Expressway of Jinan East line of the outer beltway. At present, bus K301 and bus K916 are directly accessible to the area. Lanhai Linghang Station will be set in the planned light railway M3. When the second-phase tram construction in Century Avenue is completed, it will be possible to directly reach Hongjialou by tram. With a convenient transportation and a superior location, the big data industry cluster can undertake the industrial transfer by taking advantage of the radiation effect of large cities.
Relying on the three major sectors of high-standard basic hardware, soft resource driving, and industrial service support, the Cluster provides smart living plans in cities, such as industry, commerce, home, etc., and builds the future industrial ecology with digital economic scenes. It takes digital infrastructure as the primary task through mastering the characteristics of big data industry, and has built advanced hardware infrastructure. ① Lanhai Linghang Big Data Center, designed according to the U.S. Uptime Institute Tier Ⅲ standard, is the first high-standard data center that has passed the certification of this standard in Shandong province and the first batch of green big data pilot centers published by Shandong province, with a total capacity of 10,000 cabinets. At present, computer room 1 # has been constructed and 3,300 cabinets are undergoing hardware installation and commissioning.
