According to the general airport layout plan mentioned in Shandong Provincial Layout Plan for Civil Airports (2018-2035), the general airport layout mainly considers the following factor: Priority should be given to A1 general airports (including corporate aircraft airports) when it comes to planning new airports in places home to hub airports with a large annual passenger throughput (more than 10 million) so as to satisfy comprehensive general aviation needs such as urban transportation, emerging consumption and public services and relocate nonessential functions of hub airports. Located within the reach of Jinan Yaoqiang International Airport, Shanghe General Airport meets the requirements of airport layout planning, and has been included in the layout plan for new general airports in Shandong Province from 2018 to 2022. Relying on Shanghe General Airport, the People's Government of Shanghe County plans to build Jinan Shanghe General Aviation Industrial Park with an area of about 4.44 square kilometers (6,661 mu).
