Recently, 16 departments including the Department of Industry and Information Technology of Shandong Province jointly issued the Implementation Plan for High-quality Development of UAV Industry in Shandong Province, which proposed seven major actions.

The first action is improving innovation capability. Shandong will collect key technological breakthrough needs around core links and prioritize them for inclusion in the scope of support under the provincial-level sci-tech planning. The second action is building a pool of high-quality enterprises. Shandong will strengthen the cultivation of leading UAV enterprises and establish a perfect gradient cultivation system for high-quality SMEs. The third action is expanding application scenarios. Shandong will encourage qualified enterprises to promote the application of UAV products in natural resources management and other fields. The fourth action is developing industrial clusters. Shandong will coordinate its planning and layout for the UAV industry and develop characteristic industrial clusters of UAVs. The fifth action is making breakthroughs in derivative business forms. Shandong will encourage the development of upstream and downstream links in the industrial chain such as new technologies in the UAV field. The sixth action is strengthening cooperation space. Shandong will deepen industry-university-research cooperation by encouraging enterprises and higher educational institutions to make breakthroughs in key technologies and jointly establish industry-specific schools. The seventh action is enhancing quality standards. Shandong will develop standardized projects to enhance the standardization of enterprises.
