The People's Government of Shandong Province recently issued the Action Plan for New Urbanization Construction in Shandong Province (2024-2025) to promote the synchronous development of new urbanization with industrialization, informatization, and agricultural modernization. The Action Plan covers five major actions including the in-depth implementation of city-industry integration, urban energy level improvement, urban renewal, the provision of permanent urban residency to eligible people, and urban-rural integration.

In terms of city-industry integration, Shandong Province will facilitate industrial agglomeration, deepen and refine "top ten" industries, and boost the development of seven national-level and 25 provincial-level strategic emerging industrial clusters. By 2025, there will be 20 newly established strategic emerging industrial clusters and about 200 "goose formation" clusters of "top ten" industries. Furthermore, Shandong will deepen the reform of the management system for development zones, improve the evaluation system, and promote the transformation of development zones that have completed development tasks, achieved a high degree of city-industry integration, and realized the basic saturation of development and construction space into urban comprehensive functional areas and new urban areas. Meanwhile, Shandong will promote infrastructure connectivity to achieve efficient connectivity with key cities across the country and its 16 cities.
