Shandong is committed to building five 10 GW-level clean energy supply bases by effectively utilizing its resource advantages including its vast coastline, high-quality nuclear power plants, and abundant saline-alkali tidal flat land and coal mining subsidence areas. Its focus will be on five areas such as offshore wind power, nuclear power in the Jiaodong Peninsula, saline-alkali tidal flat land in northern Shandong, coal mining subsidence areas in southwestern Shandong, and offshore photovoltaic power.

The total installed capacity of offshore wind power in Shandong will reach more than 4 GW by the end of 2023 and exceed 5 GW by 2025. Shandong boasts an installed capacity of 10.6 GW of nuclear power under construction, operation and approval, with a cumulative power generation of more than 95 billion kWh. By 2025, the installed capacity under operation will reach 5.7 million kW.

Shandong has fully explored its resources of saline-alkali tidal flat land in Weifang, Binzhou, Dongying, and other areas, adhering to the "five-in-one" principle of simultaneous development of wind and solar power, energy storage and transmission, integrated smart energy, industrial integration, and eco-friendliness. Through collaborative efforts, phased results have been achieved in the development of these bases. Up to now, the scale of projects under construction and operation has reached 4.95 GW. It is expected to reach 7 GW by the end of 2023 and surpass 8 GW by 2025.
