In recent years, Liaocheng City has actively promoted industrial transformation and upgrading and expanded opening-up in development zones in an effort to build them into demonstration and leading areas for high-quality development of the real economy.

To this end, Liaocheng City has implemented the following action plans. First, carry out a major action plan to reform, optimize, and innovate relevant systems and mechanisms. The planning area of Dong'e and Yanggu economic development zones along the Yellow River has been adjusted to further expand their development space and provide a strong guarantee for project construction.

Second, carry out a major action plan to promote industrial transformation and upgrading. Positive efforts have been made to build industrial clusters valued at more than 10 billion yuan. Now, nine industrial clusters valued at more than 10 billion yuan have been cultivated in the city, including two whose value reaches 50 billion yuan.

Third, carry out a major action plan to attract large and strong projects. Development zones have been encouraged to beef up efforts in project attraction. Currently, Liaocheng's development zones have 79 provincial-level key projects and introduced 62 projects with an investment of more than 1 billion yuan.

Fourth, carry out a major action plan to encourage benchmarking and co-construction for development. Since the provincial-level action of piloting the joint construction of the Gaotang Economic & Technological Development Area and the Qingdao Economic & Technological Development Area was implemented, Liaocheng has organized enterprise matchmaking more than 20 times, facilitated the establishment of two enterprises and the approval of one technical transformation project, and built one scientific research center and two industrial parks with relevant partners.
