As one of the important bridges for Shandong’s opening-up, Jiaozhou City has two national-level functional areas, namely the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA) and the Qingdao Jiaodong Airport Economic Demonstration Area.

Since the official approval of the SCODA construction plan in 2019, Jiaozhou City has always regarded the development of the SCODA as a top priority and coordinated all available resources to promote the “4+1” key tasks with high standards. Based on the SCO Comprehensive Service Platform, Jiaozhou City has integrated market resources at provincial, domestic, and international levels, strengthened connections with 16 other cities in Shandong Province, and built a collaborative innovation zone with 8 economic development zones. Domestically, Jiaozhou has established liaison centers in Beijing and Shanghai and established a regular communication mechanism with national ministries and leading enterprises. It has also strengthened connections with the Yangtze River Delta region, Xinjiang, Gansu, and Shaanxi and engaged in cooperation in relevant fields. Internationally, Jiaozhou has deepened exchanges and cooperation with the five Central Asian countries and other SCO member states, supporting the building of a unified national market in China and facilitating the dual circulation of domestic and international markets.
