Recently, the Department of Industry and Information Technology of Shandong Province led the drafting of the Guiding Opinions on Accelerating the Innovative Development of Metaverse Industry in Shandong Province and solicited public opinions. The document has put forward a series of goals for 2025: the metaverse industry will realize an average annual growth rate of about 15% and a revenue of 150 billion yuan; key enterprises will apply for more than 3,000 international and domestic patents; more than 100 characteristic and advantageous enterprises in the metaverse ecological chain will be introduced and cultivated; support will be provided for building more than 30 public application and experience centers for metaverse; 100 characteristic metaverse application scenarios will be created.

Next, Shandong will enhance the core R&D and innovation capabilities of Qingdao's metaverse industry, improve Jinan's and Weifang's leading role in digital tools and complete machine manufacturing respectively, expand the application scale of the metaverse industry in Yantai, Weihai, and other cities, and support the establishment of an industrial development pattern which is "led by one core, driven by two engines and supported by multiple forces." Thus, Shandong strives to build itself into a sci-tech innovation center, an industrial cluster, and an integrated application demonstration area for the metaverse industry that enjoy leadership nationwide and competitiveness worldwide by 2025.
