Marine ranching industrial cluster in Yantai. Yantai optimizes the industrial pattern of marine ranching by managing sea and land as a whole. It carries out a science-based background investigation of the sea to know well the ecological environment and develops five types of characteristic marine ranching according to local conditions, including algal reef type, bottom sowing type, pastoral type, equipment type, and recreational fishing type. Yantai accelerates the implementation of the "one-hundred-cage plan" for marine ranching to build a marine fishery and aquaculture base with the largest scale, the most advanced equipment, and the best comprehensive benefits in Asia. The city is also building the Genghai project phase II, part of a modern marine ranching complex, and exploring a new model for the diversified and integrated development of marine ranching in China, to create new highlights for leisure fishery along this "gold coast". It plans to build a 4,500-mu modern fishery industrial park in Jincheng, Laizhou, a shellfish ecological industrial park named "Clam Town", a "Silicon Valley for Blue Seed Industry" in the Development Zone, and an aquatic seed breeding base in northern China.

Investment Opportunities

Centering on the smart ocean, we should pursue coordinated progress in the land and the sea to build a marine economy demonstration area, a high-level "granary at sea", and a national-level marine ranching demonstration area. Efforts should be made to accelerate the development of deep-sea, pelagic, and polar fisheries, implement the "transparent ocean" project, speed up the exploration and trial production of ocean seabed mineral resources, make sectors such as marine biology and high-end marine equipment manufacturing flourish, and support the building of marine biomedical industrial clusters in Qingdao, Yantai. Innovative approaches should be taken to develop marine services such as marine information and ocean-related business. We should push forward the application of seawater desalination at scale, build a seawater utilization base playing an important role in China, and develop a new generation of technical equipment and systems for deep-sea, pelagic, and polar fisheries.

Financial Support

Shandong will make full use of marine-related funds to strengthen support for the development of the modern marine sector. Newly selected national marine ranches will be subsidized with more than 17 million yuan provided by the central government. Deep-sea fishing bases approved by the state will be given an additional subsidy of up to 30 million yuan provided by the province where they are located, in addition to the rewards and subsidies given by the central government. The provincial and municipal financial departments will jointly provide an additional start-up fund of 30 million yuan for each antarctic krill ship built with national approval, in addition to awards and subsidies from the central government. A one-time subsidy of up to 30 million yuan will be granted by the provincial finance for national Class I new drugs of marine sources that have realized industrialization in Shandong Province. Seawater desalination will be included in the unified allocation system of water resources, and electricity for seawater desalination subject to a two-part tariff will be free of the demand (capacity) charge.
