The Cumulative Rules of Origin, which applies to the RCEP, will greatly lower tariff thresholds and promote regional trade cooperation, said Shandong officials.

Recently, the Shandong Provincial People's Government issued a notice concerning the advance action plan for the implementation of the RCEP.

According to the notice, express, air freight, and fresh items such as seafood, fruit, vegetables, meat, eggs and milk will be cleared by local customs within six hours due to the RCEP pact.

In addition, Shandong will introduce leading e-commerce enterprises to open branches at the national cross-border e-commerce comprehensive pilot zones, while small, medium and micro enterprises are encouraged to do business with Japan and South Korea via cross-border e-commerce platforms.

The province will organize RCEP, Japan and South Korea import expositions, and support Jinan, Yantai, Weihai, Linyi and other cities to build distribution centers for aquatic products, food, daily consumer goods, beauty products and other featured commodities of China, Japan and South Korea.

Shandong will beef up efforts to improve the operation efficiency of the Qilu Eurasian freight trains, which will make over 1,700 trips across expanded service areas.

Container freight trains between Qingdao Port and Guangzhou and Yiwu will be launched.

The province aims to build a delivery logistics center in Northeast Asia. It will support the international mail exchange bureaus in Jinan, Qingdao, Yantai and Weihai to realize the integrated development of mail, express and e-commerce.
